Economics

The same chip is not the same offer.

On-demand instances, preemptible capacity, reserved clusters and managed inference carry different operating responsibilities. These H100 reference rates are not a like-for-like performance ranking.

Sovereignty and control

Control is more than a location.

Sovereignty contributes 15 points to enterprise readiness. It is assessed within this infrastructure category, with six dimensions that buyers can apply to their own requirements.

A country label does not establish key custody, operational access or contractual control.

  1. Data residency, backups, logs and telemetry
  2. Operational control and privileged access
  3. Jurisdiction of the contracting entity
  4. Control-plane operations and key custody
  5. Supply-chain dependencies
  6. Assurance and supporting evidence

Methodology

One worksheet. Two axes.

Nine parameters are scored from 1 to 5 for each provider. Each axis is normalized to 0–100 using the sum of weight × (score − 1) ÷ 4, rounded half up. A score of 50 is on the high side of an axis.
